Full-Population Coverage for Chesapeake's Correctional Center

Since the Hampton Roads Regional Jail Authority dissolved in April 2024, the Chesapeake Sheriff's Office has carried its entire jail population inside the Chesapeake Correctional Center alone, a facility built for continuous intake rather than business hours. GENESYS would staff that around the clock operation with physician-led medical, mental health and pharmacy coverage sized to a population that no longer has a second site to lean on.

GENESYS is physician-owned, with leadership reachable 24/7/365 and vacancies covered through overtime, compliance pool nurses, PRN staffing pools and contingency staffing so open shifts at intake are filled. Clinical decisions are made by doctors, not a minimum-cost staffing matrix. Schedule an assessment and we will walk through a staffing plan built for a single-site jail carrying a full city population.

The Nine Services We Provide in Chesapeake

Every GENESYS contract is built from the same nine services, sized to the facility's population and staffing model. Each one has its own page with the detail.

Why Facilities Choose GENESYS

  • Physician-owned. Founder and Chief Medical Officer Dr. Peter Wrobel brings more than 30 years of emergency medicine plus correctional experience, holds the Certified Correctional Health Professional (CCHP) credential through NCCHC and serves as an NCCHC accreditation surveyor.
  • More than 6,800 patients supported every month across 35+ partner correctional facilities.
  • More than 125 years of combined experience administering healthcare programs across management and staff.
  • Leadership available to partners 24/7/365.
  • Vacancies covered through overtime, compliance pool nurses, PRN staffing pools and contingency staffing, so a sick call or a resignation does not interrupt care.
  • Malpractice and workers' compensation coverage, and licensed staff with multi-state licensure encouraged.

Correctional Healthcare at Chesapeake's Own Correctional Center

Chesapeake is an independent city, with the Chesapeake Sheriff's Office running the Chesapeake Correctional Center at 400 Albemarle Drive. The Board of Local and Regional Jails' October 2025 capacity report lists a rated capacity of 747 beds, 747 permanent beds, and 215 special purpose beds, with the actual capacity including double bunking equal to the rated capacity at 747. The average daily population for the period July 2024 through June 2025 was 698.21.

Until April 1, 2024, Chesapeake was also a member city of the Hampton Roads Regional Jail Authority, alongside Portsmouth, Norfolk, Hampton and Newport News. When the member cities voted to close that facility, sell it to Portsmouth and dissolve the Authority, Chesapeake came to rely entirely on its own Correctional Center rather than splitting its custody population across two sites.

One Facility Carrying the City's Full Jail Population

Before April 1, 2024, Chesapeake split its custody population between its own Correctional Center and the regional jail it shared with Portsmouth, Norfolk, Hampton and Newport News. Once the member cities voted to close that regional facility and dissolve the Authority, Chesapeake's full population moved to the Correctional Center alone. A healthcare program sized for Chesapeake today has to cover that whole population at one site, including people who previously would have been housed, and treated, elsewhere.

Around the Clock Operations

The Correctional Center maintains a dedicated corrections email contact and a 24-hour phone line, kept separate from the Sheriff's Office's administrative contact. That reflects a facility built for continuous intake and response rather than business-hours operation, which carries through to how medical coverage, not just custody staff, needs to be scheduled.
