Supporting Pinellas County's Dedicated Healthcare Division

Pinellas County's jail already runs a North Division built specifically around a Healthcare Facility for inmates with severe medical and psychiatric conditions, with Medical Services currently coordinating care for an average of 3,000 inmates across dental, mental health, urgent and chronic care. GENESYS would take physician leadership of that existing structure, holding the same scope of services together under one clinical authority across all three divisions.

GENESYS is physician-owned, with a named medical director accountable for clinical policy and NCCHC-aligned standards of care, and leadership reachable 24/7/365 for a division built around higher acuity housing. Vacancies are covered through overtime and PRN staffing pools. Schedule an assessment and we will walk through a transition plan for Pinellas County's Healthcare Facility.

Healthcare Contracting for a Three-Division Jail With Its Own Healthcare Facility

The Pinellas County Sheriff's Office Department of Detention and Corrections, commanded by a colonel with more than 1,000 sheriff's office members and an annual budget exceeding $155 million, is the largest component of the Sheriff's Office. It runs the Pinellas County Jail at 14400 49th Street North in Clearwater across three divisions, with South Division carrying about 1,600 beds, Central Division 1,000, and North Division 785.

Medical Services already coordinates care for an average of 3,000 inmates: dental, mental health, urgent and emergency care, and chronic and preventative care, with medical screening on entry and mental health services currently supplied by a third-party provider. A new or renewing healthcare contract is stepping into an operation already running these service lines at scale, not building one from nothing.

A Division Built Specifically for Healthcare

North Division is made up of the Healthcare Facility, C-Barracks and Main Control, and the Healthcare Facility is described as the department's primary housing for all inmates with severe medical and psychiatric conditions. That concentrates higher-acuity medical and psychiatric care at one specific division of the three, separate from the general population housed in South Division's roughly 1,600 beds and Central Division's 1,000.

Screening, Chronic Care and Mental Health Already in Place

Medical Services currently coordinates care for an average of 3,000 inmates across dental, mental health, urgent and emergency, and chronic and preventative care, with medical screening at entry. Mental health services, including crisis intervention, psychotropic medication management and individual counseling, are supplied by a third-party provider, which also handles referral for needs beyond what can be provided on site. A new contract has to carry all of these lines forward at once, plus whatever referral relationships back them up.

PCSO also operates Pinellas Safe Harbor, a jail diversion homeless shelter with a design capacity of 400 beds. It is not a detention facility and sits outside the three-division jail population, but it is run by the same Sheriff's Office and is part of how Pinellas manages people who would otherwise cycle through the jail, which is useful context for a provider sizing the system's total reach.

Frequently Asked Questions

How many divisions make up the Pinellas County Jail?

Three: South Division, with approximately 1,600 beds; Central Division, with 1,000 beds; and North Division, with 785 beds, for roughly 3,385 beds total. North Division also includes the dedicated Healthcare Facility, so its role covers more than general population housing alone, which matters when a provider is pricing coverage by division.

Does Pinellas have a facility dedicated to medically complex inmates?

Yes. North Division includes a Healthcare Facility, described by the Sheriff's Office as its primary housing for all inmates with severe medical and psychiatric conditions, alongside C-Barracks and Main Control. That concentrates higher-acuity care at one division rather than spreading it across the system.

What does Pinellas' current jail medical program cover?

Medical Services coordinates dental, mental health, urgent and emergency, and chronic and preventative care for an average of 3,000 inmates, with screening on entry. Mental health services, including crisis intervention, psychotropic medication management and individual counseling, are currently supplied by a third-party provider that also handles outside referrals.

What is Pinellas's average daily jail population?

PCSO reports an average daily population of 3,000 inmates across its three divisions. The Vera Institute's three-year median average daily population is about 3,040, consistent with the Sheriff's Office's own figure and useful for sizing a staffing plan built around a steady, not seasonal, population.
