Clinical Staffing for the Rappahannock Regional Jail Authority

Rappahannock Regional Jail has operated since 1968 under an Authority board representing four localities, Stafford County, the City of Fredericksburg, King George County and Spotsylvania County, with an average daily population of 1,194.28. GENESYS would staff the jail's medical and nursing program on protocols that work alongside the Rappahannock Area Community Services Board's existing behavioral health clinicians, rather than duplicating that service.

GENESYS is physician-owned, with leadership reachable 24/7/365 and vacancies covered through overtime, compliance pool nurses, PRN staffing pools and contingency staffing so coverage holds across the facility. Clinical decisions are made by doctors. Schedule an assessment and we will walk through a staffing plan with the Authority board.

The Nine Services We Provide in Stafford County

Every GENESYS contract is built from the same nine services, sized to the facility's population and staffing model. Each one has its own page with the detail.

A Jail Authority Serving Four Localities

Stafford County does not operate its own jail. It is one of four participating jurisdictions, along with the City of Fredericksburg and Spotsylvania and King George counties, in the Rappahannock Regional Jail Authority, founded in 1968 and based at 1745 Richmond Hwy in Stafford. Each of the four member localities appoints three members to the 12 member Authority board.

The Virginia Board of Local and Regional Jails' October 2025 capacity report lists 1,475 permanent beds, 614 temporary beds and 146 special purpose beds, with an actual capacity including double bunking of 2,235, a rated capacity of 1,024, and an average daily population of 1,194.28 for the period July 2024 through June 2025.

An Authority Board, Not a County Sheriff Alone

Rappahannock Regional Jail has been governed by its Authority board since 1968, with Stafford County, the City of Fredericksburg, King George County and Spotsylvania County each appointing three members to a 12 member board. A healthcare contract for the jail answers to that four locality board, which means proposals and clinical reporting need to speak to all four member jurisdictions, not Stafford's Sheriff's Office alone.

An Existing Community Behavioral Health Partnership

The Rappahannock Area Community Services Board already places full-time clinicians at the jail, providing crisis intervention, psychiatric services, substance abuse services, diversion services and case management for incarcerated individuals. A medical and nursing provider works alongside that existing public behavioral health partnership, coordinating medication management and referrals rather than duplicating services the jail already has in place.
