A Regional Authority, Not a City Jail Alone

Suffolk is an independent city, but its jail is not run by the Suffolk Sheriff's Office alone. The Western Tidewater Regional Jail Authority was created on November 11, 1990 by the City of Suffolk, Isle of Wight County and the City of Franklin, with groundbreaking on March 3, 1991 and operations beginning July 15, 1992. The City of Hampton became a fourth member jurisdiction on September 1, 2024.

The jail at 2402 Godwin Blvd. in Suffolk is rated by the Virginia Department of Corrections for 552 inmates and maintains a total bed capacity of 1,070. The Virginia Board of Local and Regional Jails' October 2025 report lists 1,070 permanent beds, 5 temporary beds and 119 special purpose beds, an actual capacity including double bunking of 900, and an average daily population of 720.18 for the period July 2024 through June 2025.

A Four Jurisdiction Governing Board

Western Tidewater Regional Jail is governed by an Authority board representing the City of Suffolk, Isle of Wight County, the City of Franklin and, since September 2024, the City of Hampton. A healthcare contract for the jail answers to that regional board and its four member localities, not a single sheriff's office, which means clinical reporting and quality assurance need to serve all four jurisdictions' interests.

A Facility That Has Grown in Phases

The jail began operations on July 15, 1992, after groundbreaking in March 1991. The Authority added a 180 bed housing unit in the late 1990s, funded by federal grant funds and the three founding jurisdictions. Today's 1,070 permanent beds reflect that growth, and healthcare coverage has to reach both the original housing and the added unit on the same clinical schedule.
