Correctional healthcare for one of Virginia's largest city jails, now adding a dedicated competency restoration program.
The Virginia Beach Correctional Center runs an average daily population of about 1,000 inmates and in August 2026 added a Restoration Pod for court-ordered competency restoration, a clinical population with its own treatment plan running alongside general population care. GENESYS would staff that Restoration Pod with the same physician-led oversight as the rest of VBCC, not a separate standard for a separate unit.
GENESYS is physician-owned, with a named medical director accountable for clinical policy and NCCHC-aligned standards of care, and leadership reachable 24/7/365. Vacancies are covered through overtime, compliance pool nurses and contingency staffing. Schedule an assessment and we will walk through a staffing plan for VBCC's general population and its Restoration Pod.
Every GENESYS contract is built from the same nine services, sized to the facility's population and staffing model. Each one has its own page with the detail.
We will walk through a staffing plan, coverage hours and how the transition would work for your population.
Virginia Beach is an independent city, so it runs its own jail rather than sharing a county facility. The Virginia Beach Sheriff's Office operates the Virginia Beach Correctional Center (VBCC) at 2501 James Madison Blvd, with a rated (design) capacity of 889 beds, 1,529 permanent beds, and an actual capacity of 2,037 once double bunking is counted. The jail's average daily population for the period July 2024 through June 2025 was 1,015.48, per the Virginia Board of Local and Regional Jails' October 2025 capacity report.
The Sheriff's Office itself describes VBCC as having an average daily population of about 1,000 inmates and calls it one of the largest city jails in Virginia. VBCC houses pretrial inmates, inmates serving misdemeanor sentences of a year or less, and inmates awaiting transfer to the Virginia Department of Corrections, and the Sheriff's Office states it provides medical and mental health care to that population.
Virginia is divided into counties and independent cities, and Virginia Beach is one of the independent cities: it is not part of any county, has no county seat, and runs its own jail through its own city sheriff rather than sharing a county facility. That means the Virginia Beach Sheriff's Office carries the full responsibility for VBCC's population on its own, at a scale, 1,529 permanent beds and an average daily population above 1,000, that puts it among the largest city jails in the state.
On August 17, 2026, the Sheriff's Office and the city's Department of Human Services launched a Restoration Pod inside VBCC to provide court-ordered competency restoration services to eligible inmates. That adds a clinical population with its own treatment plan and timeline alongside the general jail population already receiving medical and mental health care, which means psychiatric and behavioral health staffing has to cover both at once.
Capacity and average daily population figures are from the Board of Local and Regional Jails' October 2025 report; the Vera Institute figure is a separate measure covering a different period.

No. Virginia Beach is an independent city, one of 38 in Virginia, and runs its own jail through the city Sheriff's Office rather than through a county government or a regional jail authority.
